  "Second Track" Process
 

A "Second Track" Process is a new process through which previously ad hoc mechanisms for stakeholder engagement in decision making become the normal method of 'fast tracking' solutions to key issues. The process brings together key thinkers from relevant sectors with a like-minded approach to resolving the issues positively and driving practical outcomes. Working collaboratively, these groups identify problems, initiate discussions, prepare white papers, develop solutions and oversee their implementation.

GAP has pioneered and effectively used the "Second Track" Process over the past five years in areas of health, knowledge capital, 'open democracy' and social investment. The current projects include task forces in telecommunications regulation, urban water pricing, carbon economy, industrial environmental management, digital education, electronic health, evidence based surgery and genetic testing. The success of GAP initiatives demonstrates that these new ways of interaction between government, business and the community can be further developed, tested and refined for the public benefit, without putting at risk the core, fundamental machinery of government.

  GAP Initiatives 2002-2008
 

GAP's reputation for excellence is founded on its strong track record of successful high-level national and global initiatives covering a wide range of industries and issues. Each GAP project, be it a national round table or an international symposium, constitutes the beginning of a process. One of the main objectives is the formation of Consultative Committees of stakeholders who work to ensure the recommendations flowing from each GAP initiative become reality.

2009 - GAP Congress on the Digital Economy NEW!
The Congress will examine the human, rather than technological, aspects of forthcoming developments, concentrating on the user experience and encouraging citizen engagement and online safety.

09.2008 - GAP Congress on Regulatory Affairs NEW!
Opportunities for business, industry policy issues and public/private partnership models will head the agenda of this high-powered national Congress to be held on Melbourne on 25 and 26 September. >>

09.2007 - Implementing a Rational e-Health System in Australia
A strategic workshop held in Parliament House in Canberra discussed the cost to the nation and the individual of continuing with Australia's current disjointed chronic health care system. >>

08.2007 - Creating a Better Regulatory Environment for Innovation
This Forum brought together a select group of top level government and business executives to explore priorities and actions which may be pursued through the proposed National Innovation Agenda. >>

05.2007 - OpenForum.com.au
Open Forum is an interactive discussion website hosted and moderated by GAP which provides a platform for focused dialogue on social, political, economic, ecological and cultural issues and challenges. The Forum is registration based and enables participants to make connections, share their opinions and concerns, test their ideas, raise and discuss specific topics, suggest solutions and ultimately contribute to policy development and economic outcomes for Government and Business. >>

02.2007 - GAP Congress on Wellness & Ageing
Held in Parliament House of Victoria in February 2007, the Congress explored the concept of preventive healthcare and increasing general "wellness" of the population as a means to better manage Australia's healthcare issues. >>

12.2006 - Virtual Opportunity IV: Identity & Access
Legal, technological and governance frameworks needed to protect our privacy in the Information Age were discussed at the Virtual Opportunity Congress, in Brisbane in December 2006. >>

06.2006 - GAP Forum on Commercialising Nanotechnology in Water
The Forum examined the business potential and future applications of nanotechnology in water management. >>

04.2006 - GAP Forum on Leveraging Networks in Business
Promoting the concept of international partnership, the GAP Forum focused on the development of a framework that would allow Australian businesses to effectively leverage their global networks. >>

11.2005 - GAP Congress on Knowledge Capital
How businesses measure and report their knowledge-based assets under current accounting practices, and what are universal standards for Knowledge Capital assessment, were the key discussion topics at this strategic international conference in November 2005. >>

09.2004 - Better Health Care Through Electronic Information
This GAP Forum brought together executive stakeholders from Government, Business, Research, Industry and the vendor community to discuss national priorities and further steps in building an interoperable health care system in Australia. >>

06.2004 - GAP Forum on Ecological Sustainability
The Forum aimed to foster business engagement in sustainable Built Environment. Discussions, led by Bjorn Stigson, President of the World Business Council on Sustainable Development, focused on energy, water, resources and climate change adaptation. >>

12.2003 - Virtual Opportunity III: Security and Risk
With the support of the Commonwealth and NSW Governments, and the representation from the OECD, UN and EU, the Congress promoted understanding of opportunities presented by the information age, with a specific focus on security and risk as engines of global economic activity. >>

12.2003 - GAP Forum on Informatics in Biology and Medicine
Discussions were built around informatics capabilities for the biological science and health sectors, Australia's participation in this important, emerging industry, and ways to benefit from scientific and commercial opportunities it presents. >>

03.2003 - Entrepreneurial Mission to the EU and Central Europe
In March GAP hosted the inaugural Australia/Central Europe Business Leaders Forum and participated in CeBIT 2003 in Germany. >>

11.2002 - Vendor Management & Outsourcing
This highly successful Forum, organised by GAP in Sydney in November 2002, brought to Australia Paul Strassmann, former CIO of NASA. >>

1999-2002 - Business Leaders' Forum on Sustainable Development
As a member of the Steering Committee, GAP assisted in the organisation of the Business Leaders' Forums on Sustainable Development - a series held in Canberra annually from 1999 to 2002.

1997, 1998 - Virtual Opportunities I and II
The Virtual Opportunity Congress series started in 1997 and since its inception has covered a number of hot topics. Both congresses were supported by Industry and Governments, and resulted in major policy changes within the areas of Internet regulation and e-commerce. >>

06.2004 - OECD Ministerial and Business Symposium, Turkey
In the framework of the Bologna Process, the Second OECD Ministerial Conference on SMEs competing in a Knowledge Economy was held in Istanbul on 3-5 June. The Business Symposium Recommendations were prepared by an organising committee co-chaired by Mr Peter Fritz, Managing Director of the TCG Group and Global Access Partners.
